Issue vested shares up to the available amount for a member.

Access model (important)
- Super Admins always have access.
- Admins only have access when the Super Admin grants them permission to issue certificates.
If you cannot open the dashboard, ask your Super Admin to grant issuance access.

Issuance deducts from the ESOP pool balance.

Download certificates for audit and record-keeping.
Issuing a certificate
- Find a member with available shares.
- Click Issue Certificate.
- Enter a share amount (must be a positive whole number and cannot exceed the available amount).
- Confirm issuance.
What Admins cannot do
These are Super Admin-only:
- Granting/revoking issuance access to other Admins
- Changing company cap table / ESOP pool configuration
Auditability
Every issuance records the issuer identity and timestamp, and shows up in the recent certificate feed.
